Turning that setting off does not publish what was already waiting — and it also removes the Review alt text link from the menu, which is why the suggestions seem to have vanished.
They have not been lost. They are picked up again on a later scan. If you want to publish a queue you have already built up, turn the setting back on, approve everything on the Review alt text page, and then switch it off.
