Skipped means the image already had alt text and the Skip images that already have alt text setting is on, so the app left it untouched.
This is the most common reason for a store showing low coverage with lots of skipped images — those images are not broken, they simply already had alt text. If you want the app to replace it, uncheck that setting in App settings.
